Or maybe we're better off enforcing the speed limits we have than lowering speed limits that won't be enforced?

put it up to 80 mph after 10pm b/c thats what most of us do anyway

I agree 100% that we should have 65 mph enforced. All a 55 mph law would do is add to the frustration to those who are obeying the present law. I can't get on the freeway (and the side streets) anymore without feeling as though I am practically standing still. I really do wonder what our Law Enforcement officers do all day? It would be really great if truck drivers obeyed their 55 mph law.
But then . . . what laws are being obeyed anymore?

Lowering the speed limit to the same speed for everyone is completely unfair. Back in the 70's we had few viable options for fuel efficient vehicles. But for the last 10+ years there have been smaller and more efficient options which have been largely ignored. If you want to lower the speed limit to save fuel don't punish those that are driving smaller, lighter, and lower horsepower cars by making us travel at the same speed as a gas guzzler.
Leave the choice to save up to the driver, and if you must impose a speed limit, link the limit to a cars fuel efficiency. The better your highway MPG, the faster your limit. Likewise, lower MPG cars can have lower limits.
