If she knew, she's not telling the truth. If she didn't know she's incompetent. The end result is the same. The checks and balances the people need aren't working when she's around. But in the end it's the people who have validated her who are ultimately to blame. Thanks San Francisco.

California districts are so gerrymandered that a legislator could pretty much be caught having sex with three year olds and get re-elected.
