This festival is NOT in Nancy Nadel's District 3 - so you should be safe and not have a problem walking through tons of trash, homeless sleeping on the sidewalk, people smoking crack cocaine and guys urinating and defacating right in front of you - all behaviors that Nancy condones and encourages.
