I hope these guys realize that modern electronic fuel injected engines shut off their fuel delivery when coasting in gear; the momentum of the car will transfer to the engine via the transmission. It also does other helpful things like charge the battery at a higher rate. You've saved up that potential energy climbing up a hill, so why waste it by coasting in neutral when it could be put to good use? When idling in neutral, the system has to maintain a certain amount of fuel usage or the engine will obviously cut off. Of course there's a fine line since even in top gear there's a certain amount of "engine braking" that might slow the car down, but the steepness of the grade can be enough to overcome this. I've easily gone down the Sunol Grade coasting in top-gear at prevailing rush-hour speeds.
