In 1996, applications were made to save 33,338 cops at a cost of $1.3 billion ($38,994.54 per cop).

In 2009, applications were made to save (nearly) 40,000 cops at a cost of $8.3 billion ($207,500 per cop).

That means that the cost per cop has gone up 532% in 13 years. Are you making 532% more than you were in 1996? I didn't think so. And now we know the REAL problem.

hmm, that's retarded logic.  Police officer's salary hasn't gone up 532 percent since 1996.  You're so stupid I don't even have the energy to explain economics to you.
